The toad tunnel was a wildlife-crossing idea that became a national punchline. During construction of an Interstate 80 overpass in the early 1990s, Davis planned a small tunnel so toads and frogs migrating to a nearby drainage pond would not have to cross vehicle traffic. The project cost about $14,000 according to the City’s historical account and became one of the stories that cemented Davis’s eccentric national reputation.
